AI Strategy & EnablementChange & Adoption

Scaling Microsoft Copilot adoption across a global enterprise.

A pilot that excited leadership had stalled below 20% active use. Sole designed the operating model, governance, and value measurement that moved Copilot from a promising experiment to durable use across legal, risk, technology, and front-office teams.

Licenses don't move adoption — the operating model does. The same population that stalled at 30% reached 74% once enablement ran as a system.

The Challenge

The firm had licensed Microsoft Copilot broadly and run an enthusiastic pilot. Six months in, weekly active use had plateaued below 20%, and the initial excitement was turning into questions about whether the investment would ever pay off.

The gaps were not technical. There was no operating model for who owned adoption, no governance for sensitive data and regulated workflows, and no agreed way to measure whether the tool was actually changing how work got done.

The Approach

Diagnose (Weeks 1–3)

Mapped where Copilot was landing and where it was stalling — by function, workflow, and persona. Separated the real blockers from the noise.

Design the operating model (Weeks 3–8)

Defined ownership, an enablement model, and a tiered rollout sequence so each function adopted on terms that fit its risk posture and daily work.

Govern (Weeks 6–12)

Stood up responsible-use guardrails, data handling rules, and a review path for higher-risk use cases — enough control to satisfy risk and compliance without smothering use.

Drive adoption (Weeks 10–20)

Ran role-specific enablement, identified and equipped champions, and built the operating rhythm that kept momentum after the initial push.

Measure & hand off (Weeks 18–22)

Instrumented value measurement tied to real workflows and handed the program to an internal owner with a running cadence.

The Outcome

10,000+
employees onboarded
increase in weekly active use
1
governed operating model, owned internally

Adoption moved from a stalled pilot to durable, governed use across the enterprise. More importantly, the firm now owns the operating model, the governance, and the measurement — the program keeps running without us.
